1. To promote and support adequate State and National security under the provisions of the Constitution of the United States of America.

2. To foster and improve the Army National Guard and the Air National Guard of the State of Maine, and their relations with the general public.

What’s Happening in Congress?

NGAUS Youth ChalleNGe Seeks Additional Funds

The National Guard Youth ChalleNGe Program trains and mentors at-risk youth to become productive, employed and law-abiding citizens. This award-winning community-based program administered by the National Guard Bureau has been recognized as one of the Nation’s most effective and cost efficient programs for targeting youth who are at the greatest risk for substance abuse, teen pregnancy, delinquency and involvement in criminal activities. The program currently operates at 35 programs sites in 28 states and the territory of Puerto Rico.

Currently, over 30% of our nation’s youths fail to attain a high school diploma. This epidemic is potentially devastating to our nation’s future. Since the inception of the National Guard Youth ChalleNGe Program in 1993, over 77,000 individuals who had dropped out of high school have graduated from the program. 73% of these graduates achieved a GED or high school diploma, with many of them going to college or the military. Several have served with distinction in Iraq and Afghanistan, with some giving their lives.

The current Fiscal Year 2009 Department of Defense funding request is substantially short of adequate funding for the existing 35 Youth ChalleNGe programs; start up programs in 13 states, and expanded programs in five to seven of the current states where the programs now flourish.
Please ask your Senators to sign a “Dear Colleague” letter being circulated by Senators Landrieu and Baucus, urging the Senate Appropriations Committee Subcommittee on Defense to provide the Youth ChalleNGe Program with an additional $25 million.

House FY 2009 Defense Authorization Act Markup

The House Armed Services Committee met on May 15 for its final markup of the fiscal year 2009 Defense Authorization. The Bill (H.R. 5658) passed in the committee 61-0. Readiness Subcommittee plans include:

* $50 million for Air National Guard Depot Equipment Maintenance, more than the President’s current budget request

* $34 million for Air Force Sovereignty Alert Missions, also above the President’s request

* Prohibiting the Air Force from consolidating ANG aircraft maintenance with Air Force facilities without express consent of the National Guard Bureau

* Repeals the BRAC Commission process from the BRAC law

Air and Land Subcommittee initiatives include:

* $1.2 billion to upgrade Abrams tanks and Bradley fighting vehicles

* $3.4 billion for Army tactical wheeled vehicles, including $947 million for Up-Armored HUMVEE's

* $3.1 billion for Army helicopter upgrades

* $3 billion for 20 F-22 Raptors, plus $523 million advanced procurement for 20 in FY10 (an increase to the President’s budget)

* $3.9 billion to procure an additional 15 C-17 aircraft

* Establishing an executive agent and budget for individual body armor

* Cut SINGRAS funding by $85 million in FY09

* Cut $45 million for WIN-T Increment 2 funding for FY09

* An additional $800 million for procurement of National Guard and Reserve equipment

* Establishing no production delay for Joint Cargo Aircraft

Personnel Subcommittee drafts include:

* 3.9% pay raise, 0.5% above the President’s budget request

* Increasing full-time manning for the Army National Guard to 32,060

* Prohibiting TRICARE premium and co-pay increases

* Urging the Dept. of Defense to conduct a study on suicide prevention in the Armed Forces

* An additional $15 million to family support programs

* Requiring that computation of disability for reservists includes the totally years of service, not just active duty years

* Requests a review of the current 29 duty status levels for the National Guard and Reserves, hoping to provide a clear, simple structure

* Requires DoD to recalculate TRICARE Reserve Select premiums

Other general stipulations include:

* Requiring a report on the development of interagency plans, as well as command and control relationships at Northern Command (NORTHCOM)

* Qualifying service performed as an Adjutant General to qualify as joint duty experience

* Requesting the definition of the operational roles and developments, as well as a list of responsibilities, for agencies involved in domestic emergency response

Supplemental to be Viewed Next Week

Nancy Pelosi, Speaker of the House, brought the Supplemental bill to the house floor on Thursday to begin debate. The Senate is hoping to vote on the supplemental on Monday afternoon. President Bush has stated that he will veto the bill in its current form.

Congress Recesses for Memorial Day

Both the House and Senate will recess for Memorial Day from May 26 to June 2. This will give the representatives time to return to their home districts and spend time with their families.

NGAUS Leadership will stay busy again this weekend, visiting several state conferences. General Green will be in the Virgin Islands, General Koper will be at the conference in Arizona and General Taylor will be visiting Michigan.

MESSAGE FROM THE PRESIDENT – NGAME JAN 2007

Dear Maine NG Officers,

 

It is important to make sure Maine NG Officers understand that very little is accomplished in Washington on an "instant" basis.  Most key legislative, policy and directive changes come about after months, even years, of constant effort. For example, the TRICARE fight took SEVEN YEARS.

 

Bottom line is we need you to join NGAME, to follow the flow of events and to use your influence on their elected officials at the appropriate time.

Please tell the National Guard story to friends, co-workers, neighbors....anyone who will listen!  If we work hard at these things it will shorten the time to reach our goals.

 

Here are additional things the National Guard Association has done for NG

members:

 

- Inexpensive life insurance that compliments SGLI at rates that are almost the same. You can get a combined amount of $900,000 in life insurance if you need it. Most financial advisors recommend 10x your annual income to ensure your family is not set back after your death.

 

- Empowerment of the National Guard to provide a seat at the table for Guard leadership and recognition of need for unique solutions to Guard issues

 

- Opposing federal actions that would bypass the governors and adjutants general in introducing Title 10 forces into domestic response activities

 

- Aggressively presented the National Guard positions and solutions to the Commission on National Guard and Reserve

 

- Contributory TRICARE for all members of the Guard and reserve, regardless of duty status.
